You have to have a Relic of the Past 1 and put it in the Optional Reagent slot. then craft it. It will then be i19 and req. lvl 14.

You don't need to have Shadowlands to unlock Vulpera. You just need to have gotten the achievements to unlock the Vulpera and have a Level 45 Horde to unlock it.

sure! i havent read the patch notes yet and seeing the stuff only important for 20s would make it so much easier

Don't know if this has already been talked about but in the Hunter class hall, the flight master doesn't work. Might be a good idea for Hunters to use the Eagle Ally trait.

Why would they make a cosmetic item require level 25?

I think the tooltip's just broken so the requirement says it scales to your level, even though you can't equip it.
