I had it locked, paid 10 gold to unlock XP, and still can't que from group finder. I'm void elf.

I noticed I can't que for a BG with group finder. So, how do I join a BG on a starter account?

If farmed for gold, what's more valuable a level 19/ilvl 31 Foamspittle Staff, or a level 20/ilvl 32? Not sure if I should be farming it at level 19 or 20.
