Conflicting info here, who is correct? I assume since my HP rises in bgs it means that secondary stats (stamina, haste, crit etc.) scale, but main stats don't? How big is the mainstat difference between your average 20 and 29?

Hey everyone! I used to play as a vet in the 20-29 bracket years ago, but I wonder if anything changed in regards to turning off xp at 19 without an active sub? Does the game still remove the lock once you unsub (means you ding until you reach 20), or can you keep doing bgs at 19 with the lock on?
