I'm surprised this hasn't been mentioned already but I heard from blightrunner the way he farmed his thorbias gaunlets ilvl 28 he ran stockades over 300 times until it dropped on a 120 character. So you don't need to be lvl 20 for these items to drop. Also you don't want to farm in a group...
