Vecondios did pretty well. He got the borean tundra ring AND the vengeance of illidari trinket upgraded to epic ilvl 71. On top of that he's got all the dungeon-farmed epics, and the rest is ilvl 65 gear. Seems pretty BiS to me.

Leatherworkers can make the cobrahide leg armor enchant that gives agi. It's hard to farm though, or expensive as hell in AH. Make sure the LW has outland LW and at least honored with Thrallmar so he can learn it.
