Sockets don't add any item level. What you're talking about is the value of the socket. Example: Ring 1 is ilvl 850 with no socket. Ring 2 is ilvl 840 WITH a socket AND the same stats as Ring 1. Therefore Ring 2 is better. Even still, it's situational and completely meaningless for twinks...
