Its possible to get chopper pattern at 70 yes, only takes time due to only having 2 daily quests after you have done all quests in northrend

The leg kit is indead superior and still gives the better stats even if u drop LW afterwards, which means u can drop it right after u attained it and just get JC or something else intresting.
