All of your enchants/item stats are useless in BGs so you wont reach that high.
I would assume he's still getting "ddosed" ?

Over 200% is attainable on Live, 7.0 at Level 10. No it hasn't been "fixed" yet as not enough 19's have cried to Blizzard yet demanding that 10's be nerfed so they can once again feel the adrenaline rush of being "superior". I myself have reached 194% on my Priest without either Defending/Returning or dual 1-Rings.

All my 10's are in my Sig including my Priest Atahl, but if you mean the Player who exceeded 200% already it's in one of the Threads here on XPoff, he posted a SS of like 206% Versa with Heartsong Proc'd on his Pally. I'll try and find the Thread.Link armory.

18 iLvL for BG Crates, 15 iLvL for the upcoming Invasion Gear (which WILL be GF'd likely on Aug 30th). BG Gear is slightly superior to Invasion Gear which in most cases is superior to even pre-Shattering GF'd Gear. Invasion Gear has meh Secondaries like Mastery that's of no benefit to a Level 10. BG Gear has various Secondary Stat procs like of the Aurora, Strategist, etc and therefore we will end up with a LARGE variety of Gearing choices for World PvP/PvE. Without giving away the farm, needless to say my "nearly BiS Versa build Priest" isn't even remotely close to BiS with recent changes coming to light.
EDIT: 200% Versa at 10 will be easier than we even thought once folks are fully geared.

How's that farm coming? I just saw someone in a 39 BG get a strongbox piece with only one secondary stat i.e. the split between secondary stats ended up being completely lopsided, so that only one stat appeared. That prompts the question, what's the stat budget for each slot of blue BG gear available for 10s? We can calculate the maximum possible versatility from that, even though it would likely take hundreds of successful BGs to attain.
