US TC rules, for balance games.

Here's what I'm aware of:

Helm: iLvL 40
Neck: iLvL 80
Trinket 1: iLvL 400 (600 x2 if you're lucky enough to still have equipped the Garrison Eng Trinkets).
Trinket 2: iLvL 65, Alt iLvL 60 is the Faction Trinket.
Off-Hand: iLvL 52

Tabard: iLvL 85 (it counts on the Character Screen & Armory, no idea if it will count come Legion in Instanced PvP).
Shirt: iLvL 23 (unsure if it's actually available in game).
Satchel gear: not listing here, but obvious.
Don't forget that you need to average those with the normal gear you got on which won't make it as high and you also forgot the dark shaman gear for the shams
 
And why is that
Transmog as part of the new Trasmog UI. Also my listed items were just that, individual items. I made no mention as to what that makes the Average iLvL of a Character, just that those are much higher than the ~24 a 19 will potentially have come 7.0 since Allybeboba was posting some numbers of what the 0.1% per 1 average iLvL will actually mean in real terms. However to give you a little bit of info in regards to Average based on some of the above based on a 19 with 24 Average iLvL and 15 slots counted (Ranged/2H as example) if Shirts/Tabards truly don't count:

Bottled Tornado: Adds 25 Average iLvL to a 19 that has 24 Average without it, or 2.5% increased Stats post 7.0.
Problem Solving Pendant: Adds 3.7 Average iLvL.
Hook of the Master Angler: Adds 2.7 Average iLvL.
Most everything else listed adds ~1.0 Average iLvL.
TOTAL: ~32 Average iLvL increase over static 24 for about 3% Stats increase.

Keep in mind this doesn't count Satchel gear, the 2x iLvL 600 Garrison Eng Trinkets for those who still have them equipped from before they had a Level 91 requirement plus any other gear you have that's already over 24. I doubt a 19 could exceed more than +10% over other 19's in BG's come Legion and 10% shouldn't make a huge difference.
