EU+US Highest dps for a 70?

Hmm.. Well
If you want to be the absolute top DPS of the year, you should go feral. They can practically beat any other class in dps.
However, other classes are not completely left out either! As mentioned above, Fury Warrior, Enhance, Windwalker, Affliction and Combat Rogues can get in close numbers. My own warrior does an average DPS of 5 - 9k depending on the encounter. Ferals can reach 11k on average if played right in BiS.
Secondly: Timewalking does not exist for level 70s (yet!). It does for 71+, but then I'm afraid I can't offer more help as I have no experience within said bracket, I'm sorry
I did read in further notice, a question:
"Does Item level work inside lfd or only raids?"
- Yes, yes it does Everything that is instanced will have item level effecting your dps. This does, however, not include PvP. But Dungeons, LFD or otherwise, as well as raids, definitely do take in the calculations of item level ^.^
If anyone wonders, here's a short mathematical version:
((current avg ilvl) - 115) = x% less damage taken;
(x%)*(1+1/3) = y% more damage done
