I will not be completing this list until PTR because going over things, way to many abilities we do not know the level requirement and they are all subject to sever change. The datamine is also very wrong as it shows classes like fury warrior having every ability at level 1, I will make an update when the second datamine is in effect or better yet, when the ptr begins so we can have a more accurate list.

[Stabilt]

Mind Blast: Blasts the target's mind for (250% of Spell power) Shadow damage.
Shadow Word: Void: Blasts the target's mind for (220% of Spell power) Shadow damage.Generates 30 Insanity.
Psychic Scream: The caster lets out a psychic scream, causing 0 enemies within 8 yards to flee, disorienting them for 8 sec. Damage caused may interrupt the effect.
Voidform: When you reach 100 Insanity, you enter Voidform, reducing the cooldown on Mind Blast by 3 sec, and increasing your Shadow damage by 30%.
While in Voidform, you gain 1% Haste, every 1 sec. This Haste will also persist for 20 sec after Voidform ends.
Voidform causes your Insanity to constantly drain, faster and faster, until completely drained, and Voidform ends.

High-end spells that require lvl 1 to learn (Force of Nature, Nature's Vigil) obviously are just at that level temporarily. It's a way developers can seperate finished spells from "still need work" spells. They can just run some code that selects all spells that require level 1 to get a list of the spells that need work.
