Been sitting on my 70 rogue for a while just doing raids here and there because I assumed this bracket would be dead like most higher up brackets but you guys seem to have an active forum on here so I was wondering if the bracket itself is active?

Yes. Arena is highly active, 2s and 3s dunno about 5s. Bgs pop regularly at peak times. They can pop later on too. Plenty of 70 guilds out there too.

Exp locks have disabled battle groups since Wrath of the Lich King.
I may be wrong but I think all battle groups are disabled now.
I was just in a couple of BGs with Morowins today ^^^^^^^
BGs don't really pop in the wee hours of the night (like 1am-8am) but during peak hours, it isn't uncommon to get several instant BGs in a row (JUST L2 LEAVE BG FAST AND Q RIGHT AWAY)
Arenas are always popping for low MMRs at fast times, ALL the time... but for 3s, if you have a 2100+ rating, it isn't uncommon to face the same team over and over (even during peak hours)
