Soloing 1st boss of Freehold, only drop gold

I am soloing Freehold as a surv hunter and trying to farm gear from the first boss (Skycap'n Kragg). But i'm getting gold only after a few attempts. Isn't it that when I solo a dungeon, every boss should drop some gear?

You would think that's how it should work, but it doesn't. At the moment, the only dungeons that have guaranteed loot from each boss when you're solo are the Warlords of Draenor dungeons. All the other dungeons are using the personal loot rules as if you were part of a group...even if you're solo. So only 1 or 2 bosses, if any, are going to drop loot for you.
 
Warlords, Shadowlands and some BFA dungeon can drop gear out of spec but most gear is a low drop to even to be our spec. The item lottery for F2P/lvl 20s is now literally that as unless pre-Dragonflight enchanted and gemmed ilvl 61 gear or with grandfathered epics that proc'd higher (but not over the lvl 20 useable as some items did) with the Dragonflight pre-patch, it is harder for some lvl 20s classes to farm Warlords dungeons for the newer patch chance to proc a ilvl 87 drop with socket and a possible tertiary stat that matters to your class (without a group or team-up).

As mentioned, the lottery is slightly better in Warlords instances but still a grind to get the right gear to proc Epic as well as with the right tertiary and socket combo. Plus even with a linked Vet account, and Chromie Time unlocked LFD in Warlords is basically 3 dungeons for non-solo farming. What also makes Warlords a little easier if one build the Garrison Tavern/Inn lvl 1 as there are two daily dungeon quests givers (Lunk and Budd) that may appear that their quest reward "bag" can also drop gear and other stuff. The 3rd quest giver Johnny Awesome quet is not as easy to solo as well as any other Tavern lvl 1 dungeon quest givers can be active like Taoshi but no quest for a level 20 character but sometimes a return to the garrison can have someone in place of Lunk or Budd.

If Blizzard fixes the scaling of pre-Shadowlands Enchanting (which is probably not on their radar for a while) it could make PVE farming with a lvl 20 easier.
