I always tought 2vers=1agi but not sure about it
Cause i can take boots with 8 more vers or one with 3 more agi (stamina the same)

I'd probably go with 8 vers.
8 vers alone is almost 3 agi, plus you get the damage mitigation.
Because it's so much vers it should make up for the fact that is scales more poorly than agi in instanced pvp.

Stagger amount is based off agility, but stagger against magic damage is reduced effectiveness and this is a caster meta, so honestly I have no idea. But you'd probably want to try both against a caster in some duels, see which lets you stagger the most damage and then remember that vers is gonna take a hit in instanced BGs

I believe it would go the attack, minus any armor mitigation or versatility, then it's applied to your Stagger.
For magic damage, the attack would be reduced by Versatility and then the 35% passive would be applied from https://www.wowhead.com/spell=124255/stagger
I'd go vers as well.
