Hey guys!
I plan on making a level 39 Druid Balance and I would love if people could share a gear list, talent spec etc
I've tried to find on google and this forum, unfortunately couldn't find anything helpful.

[doublepost=1575461490,1575461260][/doublepost]From what I’ve seen, stacking arcane or just spell power in general for Starfire. Had a friend make this spec/setup before. It seemed like a more popular and useful spec in TBC though. Going full arcane looks like it can be squishy but he seemed to have fun on his Druid.

I'm working on my balance druid currently and have run into the same problems as you. For starters spellpower is the #1 stat for balance at 60 so it should be the same at 39. You're also going to want stamina and intellect, but from what I know of the balance druid playstyle at lower levels, often times you open with a pounce, then dot up your opponent with moonfire and insect swarm, then go into cat or bear for some damage. So actually doing a blend of strength and agility isn't a bad idea either. This is probably going to be a stronger playstyle than expecting to free cast Starfire all day, but it's going to depend on which class you're facing so I would have various gear sets to experiment with. Definitely you will want a green lens of arcane wrath. Also just check the AH daily for level 39 green pieces than say "of the eagle" or "of the [whatever you want]
 
I always preferred run and gun, stack spellpower and crit, hide then try and pop Starfires and then get the heck out of there if the target is still walking or if oom.

Perhaps a Wrath spam style is better due to casting speed
