EU+US Outlaw Rogue lvl 20 BiS list

Here’s a BiS list for a lvl 20 Outlaw Rogue. You want the epic ilvl 32 version of all items that can upgrade.
Do all the available quests (maybe skip draenei starting zones), start with Alliance side because they have more BiS items.
Reroll until you get some good ones, preferably mainhand weapon with 8 agi or one with agi, stam and crit, Soothsaying Vest and Sparkproof Gloves.

Then faction change and do all the Horde quests (don’t bother with Durotar), hope for some more good epic items, farm out the dungeon loot and the epic BoE items from rares/mobs that you still may want or need.
Make sure you have engineering and alchemy leveled, everything enchanted, all the materials and consumables you need. Turn on your xp and let the subscription run out, and now you can finally queue up for some battlegrounds!


Mainhand: Filthy Paw, Corpseweed Hewer/Sickle, Restored Archeus, House Wrynn Gavel, Shredder Blade, Waptor Thwapper, Emergency Hatchet, Spiky Legbone, Pale Skinner

Offhand: Long Bayonet, Darrington’s Dirk, Survival Knife, Slicer Blade, Talon of Vultros, House Wrynn Dagger, Dawnblade, Jeweled Dagger, Long Crawler Limb

Head: Master Engineer’s Goggles, Headguard of Solace, Feathered Headdress

Neck: Eternal Woven Ivy Necklace

Shoulders: Boulder Pads, Cloaked Shoulderpads of the Quickblade

Back: Parachute Cloak, Feathered Cape

Chest: Soothsaying Vest, Silvermoon Tunic of the Quickblade, Hard Crawler Carapace, Scouting Tunic of the Quickblade

Wrists: Worn Defias Bracers, Wolf Bracers, Vigorous Bracers of the Quickblade

Gloves: Sparkproof Gloves, Serpentis’ Gloves, Wild Rider Gloves, Gloves of the Hero, Broken Fingers of Hillsbrad, Gloves of the Fang

Waist: Belt of the Grieving Father, Anara’s Belt, Strap of the Ancient Horn, Marauding Belt, Girdle of the Blindwatcher, Dark Leather Belt, (Ruffian Belt)

Aurora is also good for energy regeneration. I wouldn't count this as the end all be all bis list. Just an opinion.
 
For boots the kromgar sergeant hide boots.
Krom’gar vendor items are decent placeholders, get them if you’re doing the quests anyway. There’s a few more alternatives for some slots, if an item has equal stats to the one listed you’re all good.

The increased energy regeneration and attack speed from haste doesn’t give that much benefit for PvP combat (short, bursty etc), crit is better imo, and I think there’s a reason most people stack agi, vers and crit these days.

Added Wowhead links, you still have to scale them right to compare though

You can add to the end of the URL to get things to scale. Use "&ilvl=32" (or w/e ilvl it should be) for regular items and "&lvl=20" for heirlooms and it should show the correct stats on the tooltips here.

I have not played since cata, so please excuse the noob question, but I have tried to do some of these quests and the stats are nowhere near as good as heirlooms. Am I doing this wrong? Is there a way to upgrade the items or redo the quest that I don't know about? Also, some of those are drops from lvl 62 rares. How is a lvl 20 toon supposed to beat that? Sorry again, but this guide isn't making much sense to me.

Do all the quests if you have the time/energy, the rewards have a low random chance to be higher quality and ilvl, you can change faction for more quests.
The rares and their loot will scale to your lvl (max 20 for starting zones), all you need is luck and patience.
The new meta/scaling/rng loot is confusing, I tried to write a short guide and list the best items to look for. Good luck!
