How some players can get so many epics at lv 20?

Most of them are BoE so he either bought them off of someone who farms the rares that drop the items or he farmed them himself.

The ones that say bind on equip are rare items from mobs and the ones that say bind on pickup he got lucky from a quest upgrade.
