How do you equip a 2nd Legendary?

I believe I need to do class hall upgrades, but as a mage, the NPC is gone where she's supposed to be. Chronicler Elrainne is the mage NPC. Did this change? So confused...

Probably need to do your class quest chain

Nah not a quest chain..

You have to go to your class hall and speak to the guy who lets you upgrade your class hall things with resources. Takes about 3-4 days to unlock 2nd leggo

In the warrior class hall I had to do some random crap with the mission table before I unlocked the upgrade person.

Ya I think I need to complete a mission to do so as I have a quest for it. And now I can't seem to figure out how to get a 3rd class hall guy, and I can't buy a follower. When I get confused trying to accomplish a task like this, I always digress into many sub layers and end up wasting hours getting nowhere, as the solution was something simple.

And now there is a 10 hour queue just to login to the game lol...

You need to do mission table quests.
Be 110 because some upgrades are locked behind a lvl requirement
Get enough resources
Time

Finally figured it out. I had to complete a class hall mission with one guy, then it opened up...
