I found a level 39 twink with a Helmet Enchant of +5 INT on Engineering Goggles. Is it GFed?

Yep, 39 twinks were allowed to enchant those goggles at one point. Also. It seems the character you are inspecting is old just by looking at the necklace equipped on her.

everyone was able to have headenchants from the librams back in BC

Ya we used to be able to do a quest chain for the enchant. I think it was in the Blackrocks, maybe 6 years ago.
 
I mean, I have seen head enchants before. But I just got curious when I saw it on a currently relevant twink item, versus having it on an heirloom or some other item that was relevant before 300 Engineering yielded BiS helmets.
 
Im sorry buddy, I forget - but I'm pretty sure it was a thing in 39 for quite some time.

Here's what the interwebs had to say, about engineering and character level:

Apprentice 5 1 - 75
Journeyman 10 75 - 150
Expert 20 150 - 225
Artisan 35 225 - 300

That seems about right... 225 in the 20's seems very accurate, and 300 at 35 is more than enough for green lens.

edit- im fairly certain that's been the level restrictions since like at worst BC.

Green lens was bis back during bc/wrath (maybe vanilla too, but I wasnt playing 39s then) for casters. Even if you couldn't find a stam/int/eagle lens etc there were the different +sp ones you could get (shadow, fire, nature, holy etc). 39s was first bracket where green lens was obtainable.

Check out Babyparts on Jaedenar (us), theres a real gem of a helm enchant

I found a grandfathered stam & 2 eagle lens during Cata or MOP on an acct I bought for $10.. fukkin payday bc I sold each for like $100+ before they changed the stat rolls. Feltgoodmen

you coulnt get higher than 225 on a 29 (xept gnome 240 or w/e ) and 300 on 39

so the lens for 39+ only

but during some wrath patch (idk which because i never really played that shitty xpac) the imbeciles working at blizz@co made it available for 29s too for a short period of time

Wrath was p tight, leaps and bounds better than the last 3 xpacs 100%. But that's a convo for another day.

I dont recall that patch you're talking about at all, giving 29s access to the lens. Maybe I missed it, as I wasnt TOO active @ 29 during wrath, but I feel like that's a hard thing to forget. Any patch notes you can link or anything?

it was that same patch that lets you have 450 herb/mining on a level 5 or lvl 1 or whatever.

no he didnt get it in vanilla because it had a lvl 40 req back then bumped down to like lvl 35 or something and then bumped down in wrath to 29
 
Patch that allowed 450 profs was specific to gathering professions iirc? Engy wasnt affected? Or was that what caused belt tinkers to be a thing?

Also dont recall a level change for Green Lens during vanilla,but again didnt play 39s then
