Since BvB is usually obtained by opening lockboxes, and loot from containers doesn't scale afaik.

I been farming him for abit now and i still havent seen drop probably have like 40 kills on him

Seen some rares scale down like lvl 31 dagger to 19, does this not work because its a single source drop or?

World drop armor will always end in 0 and 5 req level with +8 ilvl example req 20 ilvl 28
World drop weapons will drop at req levels ending in 2 or 7 for example 17 with item level 25.

Also the it's not was not that it's not possible just that it wasnt definate proof.

I would definitely argue that this does scale to 19 considering I have a level 19 scaled version of the pacifier which is originally a level 32 weapon.

Most likely 43 if you check wowhead scaling for it that’s what it’d be
