Hey guys so recently I've noticed few 20s with northend tabards such as Kirin Tor. How do you get those reps at such low level?

You can get Kirin Tor tabard on a mage. Back before WoD there were reputation badges that you could buy from a vendor using pvp currency that increased reputation with northrend factions, most f2ps like myself used that to get the northrend tabards

if you have gametime you can always wait for wotlk timewalking dungeons and send badges over ))

the 20s you have seen could have done timewalking dungeons and badges

or the 20s you have seen obtained the tabards when you could buy the reputation tokens with justice

Think I was in a party with someone when they got rep, and that activated it for me.

You can get rep once timewalking comes around (buy the tokens), and if you play a mage you already have the rep required by default.
