EU+US 2nd stats scale

2nd stats seem to scale differnt on the ptr to live,
both same set.
on live unbuff my duel set stats go 63% crit
64% haste
120% vers

On the ptr my duel set unbuffed go crit 72%
haste 52%
vers 107%
All same gear/set from live to ptr.
