EU+US Docturphil's Complete 99 Legion Guide

Oralius' Whispering Crystal while it has a Level 90 requirement can't actually be obtained until Level 100 as it requires clearing a Heroic Dungeon. The best non-DH can use is the Crystal of Insanity from Timeless Isles for a free non-consumed temporary Stat Buff.
 
DO NOT get the artifact weapon for fire mage if you like instanced pvp. Fire does about 60% of the damage that frost and arcane do.
 
I don't have a 99 yet but I went into an 80s BG to see how High-Powered Bolt Gun scales and it didn't even seem usable. Granted I didn't have the bolts required to fire it, but the whole effect text was grayed out which usually means it's disabled right? Just mentioning because I saw you list it under the Instanced PvP section.
 
You have hunter as "todo" so maybe i can give my 2 cents regarding mine. I don't have much experience with the other 2 specs but Survival is an absolute beast dmg wise in this bracket and highly recommend it if someone is looking to do a melee char. I easily out damage most other melee classes and keep up with most twink boomkin/warlocks I've played with and or against. The artifact weapon ability is great to cleave down large groups and on a 1 min CD, I'm always popping it with 4-6 mongoose stacks ez pz. You are a little bit squishy but with the amount of dmg you pump out, landing/ninja'ing :p KBs is easy and so you can keep your Survivalist proc going to keep you up in some big fights.

Also my 2 cents on Rsham. Rsham has strong aoe and single heal output with great mana regen. I hardly find myself OOM in BG's and arenas. You artifact ability I find is kind of meh with a long cast time. It seems like more of a pve heal but I throw it out every once in a while when I have teammates grouped up. The weakness to my Rsham is when I have 3+ melee on me. With no way to avoid kicks, you can eventually get pressured down w/o peels. Your damage is pretty week compared to other healer classes as well but thats just a minor weakness. After comparing my Rsham to other healing classes, I feel its middle of the pack from what I've seen.

Demonology warlocks are the strongest 1v1 class in the bracket. Balance druids will be put in a meat grinder against once of these monsters. It's also the best class for 1v2 solo arenas.

They have access to 2 ranged stuns, mortal coil and countless fears making them monsters when it comes to CC.

Their artifact ability requires a big setup but once the stars align it hits second to full moon in damage.

The self healing will reach insane levels since soul skin stacks with soul leech and soul link. We're talking around 4 mil healing a game.

The major cons: requires more casts compared to affliction, less spread pressure and slightly less overall damage compared to affliction. You make up for it by having a tanky brawler that can take a major beating.
 
Affliction warlocks are the second best overall damage class in the bracket second to balance druids. This is assuming a competitive game and not a mongo gy camping scenario.

However, warlocks have a full cc toolkit that will leave many druids with penis envy.

Two silences off GCD.

Fears.

A healthstone that heals for full.

Soul skin gives great survivability.

The trick to playing affliction well is to use the artifact ability at the right time - like when UAs are stacked on a target or if you're about to use a healthstone or if you have bloodlust.

The spread pressure is amazing and typically my damage meters are a 33/33/33 pie with agony, UA and corruption. It's imperative to keep agony maintained and stacked to 20 at all times on as many targets as possible.

The goal is to spread aids everywhere.

In arenas I do best with a class that can dole out a healthy amount of cc/mongo pressure like a rogue or warrior/ret. Its tougher if the opposing team is both melee and putting pressure on the heals while my fear is on dr.

It's a strong 1v1 class but not as strong as demo in that respect.

It has a more robust, fluid play style compared to demo. It's simple and efficient. The rot damage is always annoying esp. on enemy healers.
 
@Mkreturns I'm making a 101 Lock for PvE. I really like the RP value of that floating head for Demo but actually prefer Affliction. What would you say is the best overall for PvE via the Artifact (since that's the only difference for a 101 Twink)?
 
What is the best livelord healer? Still disc? Their artifact and mastery seem kinda meh.
 
Anyone 99 gotten any AP outof the nelth chests today? Gone 0 for 8 runs getting both chests. Statistically.... improbable.

Bout to lose my cool if Blizz removed them for lower levels....

So now that the fun police paranoia is over... been playing around with 98 a little bit. Legion typical drops/rewards are all 20 ilvl lower for 98 than 99, so that's kind of a downer, but if you can get around that the should be stronger overall than 99. BoEs are only 6 ilvl lower for some reason, not 20. Artifact relics are all +2 ilvl at 98 it seems, regardless of quality. Got a couple epic procs that went from 2 to.... 2.

But take hunter, for example - helm and feet + rings/trinkets/cloak BoE, 800 chest/glove/belt/leg, and 3x 715 WoD crafted.

800 and WoD slots the same as 99 and losing only 42 total ilvl for the 7 BoE 740 items (vs 746 at 99), and up to 8 for the weapon relics (sux)... and getting level 98 secondary scaling in return. That's like 3.5 average ilvl difference between BiS 98 and 99? Or so? For PvP?

Legion PvE monsters only have roughly 66% of the health at 98 as they do at 99, so that's a big buff right there for soloing legion dungeons and whatnot... but that's really about all it's good for.

Getting all the 98 BoE would be the trouble tho. 99 is hard enough. :/

Just for reference, at 98 a BM hunter with just all 4 800 slots solos nelths lair chest runs just fine and not terribly slow, considering. No BoE equipped (or available) and no WoD crafted yet. Just normal quest rewards. 50-60K boss DPS at 98, probably could be better with more capable play - should compare to 75-90Kish DPS from a 99 on the same content tho. Unless i muffed that up.

This is what shocks me. I'd think a DPS Spec should do quite a bit more than what my 99 Veng DH does. 50-75K is what She's capable of ST on Bosses with only standard Buffs, with or without BL. Granted my DH is 754 Equipped and has the Six-Feather Fan + Hidden Satyr but I'd think a Tank Spec should be much lower in DPS. To me it's painfully slow at 55-65K DPS soloing NL, which is why I've barely done it on my 99.

I'm hoping once I Transfer all the Socketed 99's I have sitting on other Realms back (in 7.1.5 we 'should' be able to use Gold for Character Transfers) that I'll be able to hit at least 80K ST with regularity and when the moon and stars align 100K ST while still being Veng. This is also with only Rank 12 Weapon since I did 2 respecs before I realized it had a cost lol.
 
My 98 blood DK does about 40-50K single target on occasion... i think. I dont have any enchants or BoE on any of the 98 yet. You're getting a lot out of just those 2 you mentioned, regardless of spec. Replace them and it'll be a notable difference, no?

Also, i mentioned that DPS is limited by my own ability - veng DH doesnt actually require any. As mongo as BM is, it has like triple the buttons of 99 DH. It does feel awfully slow with DH, tho, i agree. I quit my 99 DH loooong ago due to that.

I switched a talent or 2 and pulled around 67K with the BM hunter on the first NL boss, and killed the worm boss in about 100 seconds. I's say it's bearable considering all that's gone into it is questing. It doesnt hurt that i switch specs and camo past all the trash, tho. :p

I still had teh boot quest in DHT and skipped all that trash too, killed the last boss in about the same time as the NL worm.

Could probably do comparably at 99 in questing gear, many classes could - i'm more curious about comparing crafted/BoE between the 2, and in teh same respect PvP.

Of that I have no doubt. Six-Feather Fan + Hidden Satyr add up to ~15% of my total DPS usually. If only 98+ could use Fishbrul lol.
 
If you can get instant timewalking queues with a tank or healer it's very fast AP gain if you twink for it. Twinking as in timewalk twinking - max sockets with main stat gems, BIS scaled enchants and certain op trinkets etc.

I spoke to a prot war twink earlier and he got art rank 18 from just spamming TW dungs.

Demonology is more clunky and takes some practice to get right. But MAN is it awesome.

I can't speak much for pve. Almost all the artifact points in demo go to survival talents that prop up soul link/soul skin. For farming mobs, affliction is still king since siphon life nullifies any life tap dmg. Instances demo would be better since affliction has a ramp up time.

That's correct. I noticed this the other day because I was going to give it a shot. I'll update my guide.
 
Demo got an additional 20% buff to felguard damage and I can feel it. It's the lowkey most OP spec in the bracket. In other words, it shreds boomkins and survival hunters in instanced or duel pvp.
