I. Choosing Your Class

Step 1 in making a 99 twink is choosing your class. The 99 bracket is not as balanced as max level is and it probably never will be. I personally have only played ret paladin at 99 and I twink at 99 for instanced PvP. Ret paladins are a great choice. I've also seen a lot of Boomkins. Most healers are a good choice as well if that's what your into. My knowledge on "how good" each class and spec is is fairly limited. I may update this section over time as I learn more.



Warrior

Most 99 warriors I see go with Fury. People say it's good. It seems to do alright.

I haven't seen too many 99 arms warriors. Not sure what to say about arms. Maybe give it a shot and let me know how it works out.

Prot, as I'll say with most tank specs, is not super great for iPvP. I would only recommend tank specs for PvE. However, if you group up with a healer you can be pretty effective as a flag carrier.



Paladin

Ret paladins are great in iPvP. Their damage is great, they have pretty good burst with stun + justicar's vengeance + wake of ashes (combined with ashes to ashes gold artifact trait) + justicar's vengeance. They also provide what is probably the best support from a DPS spec with flash of light, BoP, and LoH. They're pretty good in PvE as well. Justicar's vengeance is a must. As for ret artifact path, for iPvP I would strongly recommend going straight for ashes to ashes. What you do from there depends on what you want to do. You could either go for embrace the light if you want to play a little more of a supporting role (45% more healing on flash of light) or you can go for Echo of the Highlord, which is definitely the better choice for damage. Whatever you decide, this would probably be your end goal (provided patch 7.2 changes allow for greatly increased AP farming through archaeology).

Holy paladins will also do well. They can dish out a decent amount of damage in addition to their healing.

I wouldn't recommend prot, at least not for iPvP.



Hunter

Survival damage is pretty good. It's comparable to Balance Druid. The only downfall is your survivability (ironically) is not as good as some other classes/specs.

Rogue

Ever since Vanilla WoW, rogue has been the class that I mained. I have well over 200 days played on my rogue and have racked up 150,000+ HKs, a 2100 arena rating, more duels, arena matches, raiding hours, and BGs than I can count.

I love rogues, but they don't seem to be a popular choice for 99 twinking. This is probably due to how squishy they are.

Still, I'd imagine twinking a rogue at 99 can be pretty fun. Just use your cooldowns carefully and re-stealth whenever you can and you'll do fine.

Personally my favorite specs are sub or assassination. With sub your damage isn't as good but you get some pretty good CC and your mobility will be far better than any other spec. With assassination you're sacrificing CC for more damage. Assassination is great if you don't want to think about CC and you just want to tunnel targets down to 0%.

I haven't used outlaw that much and it's always been my least favorite spec since vanilla. That's mostly a matter of personal preference, however. Outlaw has pretty good CC and more burst than sub.



Priest

For priests, disc is probably the best spec in this bracket. You can keep people alive quite well while dishing out some damage.

The damage with shadow is alright, but it's not worth it for how fragile you are IMO. If you have a reliable healer then it's alright. Still I would recommend disc over this. If you're going for solo PvE this is probably where it's at for priests.

Holy is similar to shadow as far as how fragile you are. IMO this is the worst priest spec for iPvP.



Death Knight

Death Knights are a solid choice. I don't have any personal experience playing one at 99, but from what I've run into Unholy seems to be the strongest for iPvP. Warrjiggles (horde unholy DK) has hit me harder than just about any other 99 twink. He hits like a truck full of lead.

Frost is alright but I don't think it has the burst that Unholy has.

Blood is terrible for iPvP. Only go Blood if you're making a PvE twink IMO.



Shaman

Resto has some pretty strong AoE healing, single target healing, and very good mana regen. Artifact ability isn't that great for PvP, but better than nothing. It can be pretty difficult to survive with a few melees training you. One disadvantage is damage isn't that great compared to shockadin or disc priest. Overall a decent choice.

Mage

Decent damage and utility. Mage is a pretty good choice. Their only downfall is a lack of self-healing.

Personally I would recommend frost as it's the best for kiting melee, but any spec will do alright.



Warlock

I haven't seen too many 99 twink locks so my knowledge of them is limited, but they seem to be a great choice especially for arenas. Feel free to correct me if I say anything incorrect here.

In iPvP demo and affliction locks are super tanky. They're probably as tanky as any prot spec. Additionally affliction locks can put out some serious DPS by spreading dots like aids.

If you go affliction the only disadvantage is you don't really have much burst. It's much more about sustained DPS which means you'll really shine in long arena battles.

Demo, I believe, has a bit more burst than affliction but the tankiness isn't quite as extreme.

Destruction AFAIK is the least tanky, but you get the most burst.

PvEwise I would imagine affliction is the best choice for the self-healing.

Affliction

Affliction warlocks are the second best overall damage class in the bracket second to balance druids. This is assuming a competitive game and not a mongo gy camping scenario.

However, warlocks have a full cc toolkit that will leave many druids with penis envy.

Two silences off GCD.

Fears.

A healthstone that heals for full.

Soul skin gives great survivability.

The trick to playing affliction well is to use the artifact ability at the right time - like when UAs are stacked on a target or if you're about to use a healthstone or if you have bloodlust.

The spread pressure is amazing and typically my damage meters are a 33/33/33 pie with agony, UA and corruption. It's imperative to keep agony maintained and stacked to 20 at all times on as many targets as possible.

The goal is to spread **** everywhere.

In arenas I do best with a class that can dole out a healthy amount of cc/mongo pressure like a rogue or warrior/ret. Its tougher if the opposing team is both melee and putting pressure on the heals while my fear is on dr.

It's a strong 1v1 class but not as strong as demo in that respect.

It has a more robust, fluid play style compared to demo. It's simple and efficient. The rot damage is always annoying esp. on enemy healers.

Demonology

Demonology warlocks are the strongest 1v1 class in the bracket. Balance druids will be put in a meat grinder against once of these monsters. It's also the best class for 1v2 solo arenas.

They have access to 2 ranged stuns, mortal coil and countless fears making them monsters when it comes to CC.

Their artifact ability requires a big setup but once the stars align it hits second to full moon in damage.

The self healing will reach insane levels since soul skin stacks with soul leech and soul link. We're talking around 4 mil healing a game.

The major cons: requires more casts compared to affliction, less spread pressure and slightly less overall damage compared to affliction. You make up for it by having a tanky brawler that can take a major beating.



Monk

Monks do pretty well as Windwalker, but IMO if you're going Monk and you're OK with playing a healer then definitely go Mistweaver. They're probably the best healing class in the bracket. Nothing wrong with going Windwalker if you want to do DPS, but damn are those Mistweavers hard to kill.

As with any tank spec I'm only going to recommend Brewmaster for PvE. Tank specs generally don't do all that well in iPvP with the exception of flag holding with a pocket healer.



Druid

If you're not sure what to pick, or don't really care then I would recommend going with a Druid. Most Druid specs are a decent choice and you'll be able to do quick Nethalrion's Lair runs for artifact power because of stealth.

Balance is possibly the most overpowered DPS spec in iPvP and does great in PvE as well.

Resto is an overall great choice if you enjoy healing.

Feral is not as overpowered as Balance in battlegrounds, but it really shines in arenas. A decent choice either way.

I wouldn't recommend guardian for iPvP, but it should do well enough in PvE.



Demon Hunter

I would highly recommend not playing a demon hunter at 99, at least if you're planning on doing iPvP. You only get access to the first tier of your talents for one thing and they're just all around awful at 99 in iPvP. They're basically a glass cannon without the cannon.

For PvE they're probably just ok. Note that if you want to twink a Demon Hunter at 99, it is difficult to get out of the DH starting area without getting to 100 but it is possible.





II. Leveling

Leveling from 1-99 doesn't take too terribly long and isn't hard. But I have a few tips.

Use Heirlooms. It's a no brainer.

Avoid leveling in battlegrounds if speed leveling is your main goal. It's only worth leveling in BGs if you have http://www.wowhead.com/item=126949/returning-champion and/or http://www.wowhead.com/item=126948/defending-champion

From 1-15 you'll have to grind or quest.

From level 15-60 stick to just dungeons. Questing isn't really worth it until you unlock flying.

From 60-90 feel free to quest and/or do dungeons as you see fit.

From 90-99 do Draenor questing. The experience from Draenor questing if far superior to dungeons.

If you have an http://www.wowhead.com/item=128312/elixir-of-the-rapid-mind it's a good idea to do a bunch of the bonus objectives up until you have 1 mob left to kill to complete the bonus objective. Once you feel you have enough of these bonus objectives 99% done, pop your elixir and finish as many as you can. You can also pick up http://www.wowhead.com/item=120182/excess-potion-of-accelerated-learning from your garrison.

If you have a level 110 friend who can help you, you can also use http://www.wowhead.com/item=128312/elixir-of-the-rapid-mind by having them clear an instance up until the last boss. Once they're at the last boss, go into the instance with them and pop your elixir and have them defeat the final boss. Log out as soon as the boss dies to preserve the duration of the elixir. Rinse and repeat until the desired level is reached or until the elixir expires. Slag Mines is a good place to start if you're using this method at level 90. Credit to @kidney for this suggestion.

III. Artifact Weapons

Now that you're 99, it's time to choose your artifact weapon. Choose very carefully as this will be the only artifact weapon you get. You don't get to choose a second artifact weapon until level 102.





IV. Artifact Power

It's quite the grind to obtain artifact power at level 99, but it's feasible to get up to 24 points within a year if you're willing to do the grind (~1 hour a day). If you don't want to grind daily for a year, you can still get up to 13 points fairly easily. After 13 it becomes exponentially harder to get the next point. There are a few ways to get artifact power.

Spend your artifact points wisely. I would highly recommend you do some research on your artifact path before spending too many points. If you've already made a mistake, you can reset your tree but it will cost as much artifact power as your next trait. So if you're past 13 points, it's going to be very costly.


Archaeology Farming

This is the best way to farm AP, but only if you have Legion flying. On average you'll probably get about 100 AP per dig site and you can complete a dig site and get to the next one usually in 3-4 minutes. So 1,500 AP per hour is very realistic. The only downside is if the dig sites are in Suramar since they'll be quite difficult to farm having all 110 mobs.

Be sure to pay attention and look out for little extra purple things that surface when you dig for an artifact. When you right click these they spawn an elite mob that is guaranteed to either drop 300 AP or 750 AP. Seems to be about 50/50 for which one they drop.

Pro tip: if you can get a group of people farming AP using archaeology you have an increased chance of someone in the group getting an elite mob. If someone does, that person calls everyone over and everyone tags the elite and everyone gets AP. I have yet do actually do this but I'd imagine you can increase your AP/hour to 3,000 or more if you get a big enough group.



World Farming

Although Neltharion's Lair may be the quickest way to farm AP solo, if you have a group of 3 or more, farming for http://www.wowhead.com/item=138781/brief-history-of-the-aeons and http://www.wowhead.com/item=138782/brief-history-of-the-ages can be a quick way to farm AP. You'll want to farm the imps in Val'Sharah near Moonclaw Vale. This is by far the best spot to farm with a group. In addition you'll see BoE epics drop like hotcakes compared to any other farming spot (AFAIK). If you need BoE epics and AP, this is definitely the way to go. Farm this whenever you have a group of 3 or more until you have BiS IMO.


Neltharion's Lair Farming

As this is (possibly) the most efficient way of farming artifact power, I'll give a few tips on farming Neltharion's Lair.

If you want to farm this as a group, go for it. But if read some of the tricks in this guide, you'll quickly realize that you can solo it practically just as well if you do it right.

First thing you'll want to do is set your hearthstone to http://www.wowhead.com/thunder-totem.

Next you'll want to find http://www.wowhead.com/npc=72536/trial-master-rotun in Kun Lai summit. There's a portal to Pandaria in Dalaran. Once there, queue up for the Proving Grounds. It should be nearly instant. Once in the proving grounds, grab a healthstone and hearth back to Thunder Totem.

You should now have a green eye by your mini map that shows you're in the proving grounds. Do not right click and leave the proving grounds instance.

Now head to Neltharion's Lair.

If you're a druid or rogue, you can skip most of the trash. If not, you can get 4x http://www.wowhead.com/item=122451/commanders-draenic-invisibility-potion daily from the daily quest http://www.wowhead.com/quest=37270/alchemy-experiment at your alchemy lab at your garrison. All invisibility potions share a cooldown so you shouldn't need more than these unless you're doing more than 4 runs daily.

Additionally, you can use http://www.wowhead.com/item=4397/gnomish-cloaking-device if you're an engineer, but you'll likely only get one use out of this a day as it's a 1 hour cooldown.

Note that any ability you use while invisible will break invisibility. So use any speed boosting ability before you pop your invisibility potion. Note that any engineering belt attachment will trigger potion cooldowns and vice versa.

At the beginning of NL, keep to the left and pop your invisibility pot before the first mob you run into. If you use a speed increasing ability before your pot, you should be able to skip mobs up to the first boss. Keep to the left and jump down off the left-side waterfall. Be sure to jump down the middle of the waterfall as you can land on solid ground and die from fall damage if you're not careful.

It is possible to skip Rokmora (first boss), but by doing so you will not get any chests. So kill him you must.

The first chest can spawn in four different places, but nowhere before you take the barrel down the river. Keep an eye on your mini-map.

  • One possible location will be behind you as soon as you go through the river in the barrel. You should be able to see it on your mini-map during the barrel ride and directly after. You have to swim underneath to get to it.
  • Another possible location is down a narrow hallway if you stay to the left after the barrel ride. When checking this location, you only need to go as far as where you can see lava on the mini-map down the narrow hallway. If you don't see treasure on your mini-map by then it's not there.
  • Another location is just under where it says "The Stone Market" on your map.
  • The final possible location for the first treasure is just north of where it says "Scaleback Run" on your map in the water. Approach this chest with caution. Apparently this area is currently bugged and has two level 110 basilisks that you will likely aggro trying to obtain it.
After the first boss, you can skip many of the mobs by sticking to the left after the barrel ride. Wait for patrols to go by if you must. It's worth it for the time you save.

As you near The Stone Market, the path will become more narrow and you'll have to fight some trash unless you have stealth. No way around that AFAIK.

You'll come up to the second boss. If the treasure is here you'll have to clear the trash around it. Otherwise, if you're very careful and wait for just the right moment, you can skip the trash in the room with the second boss. It may be easier just to clear a group or two of trash though.

You may or may not be able to skip the second boss. The way you do this may or may not be by jumping on the stones just under where the boss awaits. I'll leave it to you to figure out the details of this as I do not exactly want a certain company to figure this out and release a certain patch which fixes a certain bug which allows you to skip a certain boss.

Now, make your way to the third boss and for all intents and purposes, the last boss. You'll have to clear some more trash here if you're not a stealther. Go ahead and defeat the third boss. After you do so you'll be able to get the second chest.

The second chest will always be in the same spot, but it's a bit tricky to get it and you only get one shot. You either need some slow fall mechanism, speed boost, or both. Basically after you defeat that boss, you can jump into the hole where the boss is in. The chest is in the back of the tunnel that you jump down near the top and in the back. The best way to line it up is to get in the middle facing the boss where that big crack is. Go straight, activate any speed boost you may have, jump, activate any slow fall mechanism you may have (Goblin Glider doesn't work in PvE instances), and spam right click. If you aimed yourself correctly, you'll end up in a little nook where the treasure is. Knock down the treasure by right clicking it and then jump the rest of the way down to retrieve the treasure. If you don't land in the nook, you can still knock the treasure down by right clicking it if you get close enough.

You'll probably miss this more than once, but eventually you'll get the hang of it. Practice makes perfect.

Now that you've got your second chest it's time to restart the instance. Remember the proving grounds instance you're in? Well now you'll see why we did that. Right click on the eye in your mini map and click teleport to dungeon, then right click again and click leave dungeon. Make sure you don't accidentally click leave instance group. And voila! You're right at the entrance to Neltharioin's Lair. Reset the instance and head back in.

Rinse and repeat as many times as you wish. Once you get good at it, your runs should be 15 mins or less. 10 mins or less if you can stealth.

Note that chests will not always contain artifact power. They have about a ~50% chance to drop artifact power, but if they do it'll be 200 AP. So you should get an average of about 200 AP per run.





V. Gearing Up

Once you hit 99 you'll want to gear up. BiS varies by class, but the first thing you'll want to do is obtain ilvl 800 Chest, Legs, Belt, and Gloves. You can obtain these by completing the main quest chain in each Broken Isles zone excluding Surumar. These will be BiS for every class and spec. Note that you don't have to do every available quest in each zone.

If you click around and read the comments for either the quests or achievements you should be able to find mini-guides on the quest chains. That should make it easier to skip quests you don't need to do.

By doing these quests you will also get BiS for your artifact weapon. The quest chains you do will include rewards of artifact relics. These artifact relics have a chance to proc epic quality. If you're lucky and get two epic artifact relics your artifact weapon it will be ilvl 762. If you're unlucky and get no procs you will have an artifact weapon with ilvl 758. The difference is negligible and not at all worth re-rolling a new character for. Note that if you're twinking primarily for PvE, the trait that artifact relics offer will be far more important than the item level boost. For iPvP, the artifact traits you obtain from relics are disabled. So ilvl is all that matters for iPvP.

Depending on your armor class, some BiS gear will be ilvl 715 Warlords crafted gear. You're limited to 3 of these.

Every other gear slot will depend on your armor class, but mostly you'll be looking for random legion level 98/99 BoE epic drops. These will be ilvl 740 at 98 and ilvl 746 at 99. Since these can only be obtained by dropping for a character who is either level 98 or 99, they are quite rare and so you'll rarely see them on the auction house. You can, however, farm them.

To farm them you'll basically want to find any old spot where there are a lot of mobs which respawn quickly. Some good farming spots include the kobolds in Skyhorn in Highmountain and the imps near Moonclaw Vale in Val'Sharah.

It's also best if you're able to farm in groups of 99s within the same realm group who are able to trade as you'll basically increase your chances by 100% per person you're farming with. Again, I emphasize that teaming up is best if you can trade with the person you're farming with in case you get something specific to their armor class or vice versa or you get something that you already have that they need or vice versa.

It may take a while to get BiS as farming Legion BoE epics can be very time consuming. But if you're persistent, you'll get there eventually.

Also worth noting: While BoE epics at 98 and 99 will always be ilvl 740 and 746 respectively, they can also proc a gem slot and/or tertiary stat such as leech, speed, or avoidance. So technically BiS would also include each BoE epic having a filled gem slot and a tertiary stat. I'd be surprised if anyone ever gets fully geared with a gem and tertiary stat in every possibly gear slot. And keep in mind those gem slots and tertiary stats will not effect iPvP in any way.

With BiS gear, the highest item level you can obtain wearing your armor class is 757. You could get a higher item level, but you would have to wear a different armor class and that isn't worth it for iPvP. It may be worth it for certain classes/specs for PvE, however. If you don't want to use a trinket that gives a useless stat, the highest you can get is 755.





VI. Best in Slot Gear



It should be noted that this list is mostly for iPvP, but it should work well for PvE as well for the most part. I've been told that for PvE it can be beneficial to mix armor types for Shaman (all specs), Hunter, Holy Paladin, Mistweaver Monk, and Boonkin/Tree Druids.

VII. Obtaining Epic BoEs Using AH

As I said before, since you have to be level 98/99 when an epic BoE drops from a Legion mob for it to be the level 98/99 version, it's extremely rare to see these on the auction house. But every once in a while you will see them. It is worth it to check the auction house at least once a day. Just search for anything epic requiring level 98-99. Don't ever waste your money on gloves, belt, pants, or chest since these will not be BiS.

Another thing to note is that if you're using the mobile auction house or the web based auction house, the correct item information will probably not be displayed properly. In my experience, level 99 version will show up as requiring level 101 and be ilvl 810 on the mobile AH and web based AH. This is a bug that they have yet to fix.

There is one decent way to get around this, however. You can use https://theunderminejournal.com/ to basically search for items.

What you want to do is first choose your region and realm. Or you can just modify this URL: https://theunderminejournal.com/#us/dethecus/. After that click on Custom on the right, or just modify this URL to fit your region and realm: https://theunderminejournal.com/#us/dethecus/category/custom.

Next you'll want to get a list of item IDs that you're searching for. You can grab these from the links to the BiS BoE items above. I use this list for searching for all BiS for plate, for example:

Copy/paste your list of new line delimited item IDs and paste it into the box, and then select your same realm from the list and click Submit.

You will then get a list of all the items showing the prices. You'll have to click on each item and scroll to the bottom to view the details of item levels for each item. What you're looking for is ilvl 740 or ilvl 746. If you find one of these that you need, you should be able to determine which one it is on the mobile or web based auction houses based on the seller and the price.

Lastly, there is a dude (@Syrayeda) who wrote some scripts which scan the AH for Legion BoEs every 3 or 4 hours. It won't be as up to date as theunderminejournal, but it's still worth noting if you want to take a quick look on what's available on other realms. You can get the latest data here: http://54.169.43.20:8080/wow/.

If you find something you want on a different realm, you can obtain it. The way I would recommend doing it is by using the underminejournal to find who the seller is. Make a character on that realm of the same faction as that character and send them a message in the mail explaining to them that you're willing to buy the item. It's probably a good idea to offer them a little bit more than what they're selling it on the AH in order to give them some incentive to hold onto it for you. Once you establish communications (email, or whatever) have them send you a screenshot of the item just before you transfer so you can be sure they haven't sold it. I'd recommend requesting they have their calendar open when taking the screenshot. Then when you're ready and confident they're not trolling you, transfer your character. If you're the same faction I would recommend trading in person. Otherwise you probably want to arrange a time for them to put the BoE back up on the AH to ensure no one else gets it. Be sure everyone understands the time zone.

There are a few things to be careful of if you do it this way.

First you can only have up to 50,000 gold on a level 99 for transfers. If you have more than that I would recommend you check the auction house on the realm you're transferring to and find out what you can buy on your current realm which will sell for more on the other realm. Legion mats and consumables are your best bet. They will sell quicker than anything. I'd specifically recommend looking into obliterum. That always sells like hotcakes. Other things you'll need to do before a transfer: make sure your mailbox is empty, make sure you have no active auctions or bids, and if you're a guild leader you'll either have to pass lead to someone else or disband the guild (/gdisband).

Second, you do not have to use real money to transfer. You can buy WoW tokens and convert them to $15 for use on a character transfer. The cost of a server transfer is $25 so you'll need 2 tokens for a single transfer.

VIII. Enchants And Gems

Please not that enchants and gems do not work in iPvP. But they are useful for PvE.

There are many different options for enchants. The best enchant may depend on your class depending on the slot. AFAIK the only enchant that is consistently the best for every DPS spec is http://www.wowhead.com/item=128553/enchant-neck-mark-of-the-hidden-satyr.

Also, due to the way gem and enchant scaling works, the only Legion gem or enchant worth using is the enchant for necks. For everything else use WoD enchants and gems.

Enchants
There are also shoulder enchants. They don't offer any DPS or healing boost so they aren't necessary. What they do is give you a chance to receive specific types of loot from any mob in the Broken Isles. Despite the misleading tooltips, many of them do not work at 99 and require level 100. I have been running with http://www.wowhead.com/item=140219/boon-of-the-bloodhunter and I've killed thousands of mobs and have not seen a single http://www.wowhead.com/item=140227/bloodhunters-quarry drop. I can confirm that that shoulder enchant does not work at 99.

I believe http://www.wowhead.com/item=140215/boon-of-the-butcher and http://www.wowhead.com/item=140214/boon-of-the-harvester are the only ones that actually work at 99, but I'll need confirmation on this.

There is also http://www.wowhead.com/item=140213/boon-of-the-gemfinder, http://www.wowhead.com/item=140218/boon-of-the-manaseeker, http://www.wowhead.com/item=140217/boon-of-the-salvager, and http://www.wowhead.com/item=128554/enchant-shoulder-boon-of-the-scavenger. I'm pretty certain none of those work at 99 either, but I'll need confirmation.

Lastly, there are glove enchants. These only provide a benefit if you have a gathering profession. You can get http://www.wowhead.com/item=128560/enchant-gloves-legion-skinning for skinning, http://www.wowhead.com/item=128558/enchant-gloves-legion-herbalism for herbalism, and http://www.wowhead.com/item=128559/enchant-gloves-legion-mining for mining. If you don't have any gathering professions you can use http://www.wowhead.com/item=128561/enchant-gloves-legion-surveying.

Gems

IX. Instanced PvP

Instanced PvP is the entire reason I decided to twink at 99. You can gain a greater advantage over other players than any other bracket. Here are a few tips I have for iPvP.

First, learn to play your class. As overpowered as you may be, skill is still going to be your greatest asset. Master your rotation, LoS, positioning, and timing of your cooldowns.

Also, in case you aren't already aware, there's this thing called stat templates. They effect everyone in instanced PvP. Basically your stats are adjusted while in instanced PvP. Your stats will increase based on your item level by a percentage. I believe the stats that increase are your primary stat (strength, agility, or intellect) and stamina. I'm not sure if your secondary stats such as haste, versatility, critical strike, and mastery increase. Need confirmation on that. At any rate, the base item level at 99 is around 605. So for every average item level you have above 605 you get a 0.1% stat increase. That means that with all BiS at ilvl 757 you'll get about a 15.2% stat increase. If you don't want to bother with BoE epics you'll be around ilvl 730 which is about a 12.5% stat increase. Still quite significant.

I won't get into specifics of playing any classes in this guide, but there are a few other things you should know about iPvP at 99.

http://www.wowhead.com/item=118007/mecha-blast-rocket get these. Get a lot of them. Blackrock ore is cheap and these will give you a huge burst on a 1 minute cooldown. In iPvP they will do 50-80k non crit depending on what buffs you have. They can crit for over 100k. For some perspective, players usually have around 160k-200k HP in iPvP. Other twinks can have around 250k. Note that the 1 minute cooldown does not begin until you leave combat. There is also http://www.wowhead.com/spell=199000/gunpowder-charge but the damage scales down at 99 and barely does any more damage than the mecha blast rocket. It's not really worth it for the extra cost.

I've been told that http://www.wowhead.com/item=63396/big-daddy scales up to 100k+ damage, but I'm a Gnomish Engineer so I'll need someone else to confirm that this works in iPvP.

There's also the http://www.wowhead.com/spell=198999/deployable-bullet-dispenser. This will do about as much damage as the mecha blast rocket but the damage is over time. It is also on a separate cooldown so it can be used along with the mecha blast rocket. The disadvantage to this is obviously the expense. If you plan on using these in BGs regularly, you're going to need very deep pockets or be very dedicated to farming http://www.wowhead.com/item=123918/leystone-ore.

Alternative to the deployable bullet dispenser (alternative because it shares a cooldown) is the http://www.wowhead.com/spell=199001/pump-action-bandage-gun. The mats are comparable, but with you get 20 charges with the pump action bandage gun vs only 1 charge with the bullet dispenser. They're much more cost effective. Note that I have yet to actually try these in BGs. I'm uncertain how effective they are.

Additionally, if you're an engineer you can use http://www.wowhead.com/spell=126392/goblin-glider in BGs as well as http://www.wowhead.com/spell=55016/nitro-boosts or most other belt attachments. Note that using a rocket will trigger a 1 minute cooldown on any belt attachment.

You can also benefit from flasks such as http://www.wowhead.com/item=109156/greater-draenic-strength-flask but you must use them before entering a battleground. The same goes for food buffs such as http://www.wowhead.com/spell=160986/blackrock-barbecue, http://www.wowhead.com/item=122346/jumbo-sea-dog, and http://www.wowhead.com/item=122347/whiptail-fillet. If you're a demon hunter you can also use http://www.wowhead.com/item=129192/inquisitors-menacing-eye.

I believe you can also use http://www.wowhead.com/item=120257/drums-of-fury in battlegrounds as well as Tailoring nets such as http://www.wowhead.com/item=24268/netherweave-net and http://www.wowhead.com/item=41509/frostweave-net. I need some confirmation on this though.





X. PvE

Pretty much everything in the VIII. Instanced PvP section will also apply to PvE, but there are a few additional things to note for PvE.

Healing potions are usable such as http://www.wowhead.com/item=109223/healing-tonic and http://www.wowhead.com/spell=156584/draenic-rejuvenation-potion.

You can use http://www.wowhead.com/spell=173309/shieldtronic-shield as an alternative to http://www.wowhead.com/spell=173308/mecha-blast-rocket. It may be a better option in some scenarios.

http://www.wowhead.com/item=60223/high-powered-bolt-gun is supposed to scale up pretty well. But I have not tried that one personally.

http://www.wowhead.com/spell=199004/failure-detection-pylon could be useful, particularly in groups.

If you're spending a lot of time out in the world in Draenor, http://www.wowhead.com/npc=88321/tormmok is worth assigning to your level 2 Barracks. He assists you out in the open world of Draenor.






XI. Professions



I'm going to place professions in the order of what I believe to be the most useful for a 99 twink. I'm going to make the assumption that you have a main character which can keep your twink financially stable. If this is not the case, you may want to pick up a gathering profession such as skinning.



Engineering


I would highly recommend Engineering for every 99 twink. It is one of the only professions that really offers anything unique that actually requires the profession, and it is by far the profession that gives you the most unique profession-specific abilities. The unique things you get which specifically require you to have engineering include http://www.wowhead.com/spell=126392/goblin-glider, http://www.wowhead.com/spell=55016/nitro-boosts, and any other belt attachment you may wish to use. You can see a full list of engineeering specific belt attachments and cloak attachments here: http://www.wowhead.com/item=90146/tinkers-kit#reagent-for. There are also a few trinkets that offer potentially useful abilities such as the http://www.wowhead.com/item=4397/gnomish-cloaking-device and http://www.wowhead.com/item=23824/rocket-boots-xtreme. You can also get underwater breathing with http://www.wowhead.com/item=10506/deepdive-helmet.

Another convenience you get that is unique to Engineering is a bunch of teleports including http://www.wowhead.com/item=112059/wormhole-centrifuge, http://www.wowhead.com/item=48933/wormhole-generator-northrend, and http://www.wowhead.com/item=87215/wormhole-generator-pandaria. Gnomish Engineers get http://www.wowhead.com/item=18986/ultrasafe-transporter-gadgetzan, and http://www.wowhead.com/item=30544/ultrasafe-transporter-toshleys-station. Goblin Engineers get http://www.wowhead.com/item=18984/dimensional-ripper-everlook and http://www.wowhead.com/item=30542/dimensional-ripper-area-52.

http://www.wowhead.com/item=49040/jeeves can also be useful as well as http://www.wowhead.com/item=40768/moll-e.

Additionally you'll be able to make http://www.wowhead.com/item=118007/mecha-blast-rocket and other useful items, but nothing else that's all that useful that specifically requires engineering. Most everything else you can create on an alt and send to your twink.



Tailoring

I'm placing Tailoring in at number two because AFAIK it's the only other profession besides Engineering that offers anything unique that you can't just make on an alt. Specifically http://www.wowhead.com/item=24268/netherweave-netand http://www.wowhead.com/item=41509/frostweave-net.

Additionally you can make a decent earning from making and selling http://www.wowhead.com/item=114821/hexweave-bag. You'll want to get your Garrison set up with a Barn or Trading Post for the http://www.wowhead.com/item=111557/sumptuous-fur (required to place Tailoring work orders) and of course a Tailoring building to make http://www.wowhead.com/item=111556/hexweave-cloth



Skinning

Skinning comes in at number 3 because every other crafting profession doesn't offer anything that you can't just make on an alt with that profession AFAIK. Also, Skinning is probably the best money maker between the three gathering professions.

If you decide to pick up skinning be sure to farm in the Dalaran Sewers for http://www.wowhead.com/spell=194203/legion-gutting ASAP. Stomachs drop pretty often if you have this and they have a chance to drop Jewelcrafting gems like http://www.wowhead.com/item=130178/furystone which can sell for 2k+ gold on the AH. Stomachs can also drop enchanting reagents, as well as a bunch of other random stuff.

Also, be sure to rank up http://www.wowhead.com/spell=194161/stonehide-leather and http://www.wowhead.com/spell=194164/stormscale as soon as you get the quests for them. Items that start the quests will randomly drop from skinning Legion mobs. I believe you can only get up to rank 2 for each of these, but at least you can still get http://www.wowhead.com/item=124124/blood-of-sargeras pretty frequently at rank 2.



Mining

Not much to say about mining. It comes in at 4 because you can make money from it, but possibly not as much as you can from Skinning. It may or may not be as good as Herbalism. Be sure to do the quests for your rank ups as soon as possible. Mining isn't very useful for gathering in Draenor since you can just gather ores at your Garrison daily.



Herbalism

Pretty much the same as Mining. Get your ranks up and make money. Herbalism isn't really all that useful for gathering in Draenor since you can just gather herbs at your Garrison daily.



Alchemy

Not really anything to offer here that you can't make on an alt, but it could be useful if you don't feel like bothering with alts.

You'll definitely want an Alchemy building in your garrison for the http://www.wowhead.com/spell=156587/alchemical-catalyst.

The best flasks you can make are http://www.wowhead.com/spell=156572/greater-draenic-strength-flask, http://www.wowhead.com/spell=156571/greater-draenic-intellect-flask, http://www.wowhead.com/spell=156569/greater-draenic-agility-flask, and http://www.wowhead.com/spell=156576/greater-draenic-stamina-flask.



Leatherworking

Not much unique stuff offered from Leatherworking. The only thing really worth noting is the 4x duration increase you get from http://www.wowhead.com/item=131746/stonehide-leather-barding. Other than that it's just a few pets and toys.



Blacksmithing

Not too many unique benefits from Blacksmithing. The only thing worth noting is you get an increased duration on http://www.wowhead.com/item=123956/leystone-hoofplates and http://www.wowhead.com/item=136708/demonsteel-stirrups. They last 4x as long if you have Blacksmithing.



Enchanting

Unfortunately there isn't really anything unique here worth mentioning. Just buy your enchants from the AH and be done with it IMO. I would not recommend picking up Enchanting on your twink. There are a few toys and pets you might be interested in. Other than that it's useless for a twink.



Jewelcrafting

Not anything unique here. The only reason this isn't on the bottom of the list is because you might be able to make a little bit of money from it.



Inscription

I don't know why anyone would pick up Inscription in this expansion for a twink. Almost completely useless. No reason to pick this up seeing as you can just buy what you need from the AH. Save this profession for an alt if you must have it IMO.





@Mkreturns was kind enough to make a quick 99 twink PvP guide. If you want a TL;DR with the deep soothing narration of MKReturns, this does the trick. The vid is 16 mins but he gets through the gist of it in about the first 5 mins of the video.

Note that this is a quick guide to the "poor man's" 99 twink. If you want to dive in deeper and really learn everything there is to know about 99 twinking and squeeze everything you can out of it, then this video isn't it. For those of you looking for every little detail, continue reading this guide.

First thing I noticed, you cannot obtain a Level 3 Garrison or anything involved with that at 99. It sucks but it is what it is.

I thought that might be the case, but the Garrison guide that I read said you had to be level 100 to get your garrison to level 3, but it did not give a level requirement for getting specific buildings to level 3. I'm working on seeing if I can get buildings to 3. I'll update as soon as I can confirm.

Obtaining AP:
  • BoA Token from daily Heroic on a 110 as Tank/Healer if those are needed Roles.
DH:
  • Horde takes some work to ensure you don't gain too much XP. Alliance is possible but extremely difficult. Don't forget to grab Inquisitor's Menacing Eye (Looting it doesn't give XP) as it's the best Buff you can get at 99 that costs you nothing.
  • Lekos' Leash is superior to all WoD Crafted Trinkets but even with an Epic upgrade is of a lower iLvL so a PvE use only. It's the only Rare you should consider wasting the XP on the kill, unless your DH will be 100% iPvP only. It can proc Epic 690 & 695.
Leveling 90-97 (as soon as you ding 98 head to Legion Zones):
  • Highest XP is WoD Bonus Areas > Treasures > Questing > PvP >= Dungeons.
Artifact Relics:
  • Type/Effect > iLvL unless all the Quest ones are complete garbage for your Spec. Losing out on 1-5 iLvL means almost nothing in the scope of things at any Legion Twink Level, including 99's. Just emphasizing what you said for clarity.
Armor Classes and Spec:
  • While your list is generically correct, it should be noted that Shaman (all Specs), Hunter, HPally (Shockadin), Mistweaver Monk & Boomkin/Tree can mix Armor types for PvE and have it work well. At 99 Legion's World Epics aren't high enough iLvL to justify mixing Armor types for iPvP though.
Buffs/etc:
  • You list Blackrock BBQ but that's only 100 Stat. At 99 you should be using the Fish Dishes which are 125 Stat, like Jumbo Sea Dog. Or if your build is Stam dependent then Whiptail Fillet for 187 Stam would work.
  • Don't forget you can also use (PvE/WPvP) the 1448 Stat WoD Potions (1500 at LvL 100).
  • **It's really a shame Fishbrul Special isn't usable at 99 >.<
  • The Neck Enchant Mark of the Hidden Satyr is BiS (PvE/WPvP) for pretty much all Classes/Spec and God mode for Enh Shaman.
  • Also don't forget you CAN Enchant your Class Order Hall Weapons (off-Specs) with WoD Weapon Enchants like Mark of Shadowmoon.
  • Engineering's Big Daddy actually scales up dramatically, like 100K+ dramatically but sadly it doesn't always work. Some Raids/Dungeons/Zones it just fails with no error, sometimes it works fine and insta-kills Level 100 Elites, other times just nothing happens.

If you have an Elixir of the Rapid Mind it's a good idea to do a bunch of the bonus objectives up until you have 1 mob left to kill to complete the bonus objective. Once you feel you have enough of these bonus objectives 99% done, pop your elixir and finish as many as you can.

Just the objectives in gorgrond are enough to get you, in full XP heirlooms with http://www.wowhead.com/item=120182 active, to 99 or possibly even 100.... so paying attention is a good idea to make sure not to go past 99.

The WoD intro instance and garrison setup will generally get you to 91 handily. Then there's 3 bonus objectives in each garrison zone (frostfire ridge and shadowmoon valley) that should get you close or into 92 and access to Gorgrond quests and treasures, and you should get enough garrsion resources in that time to grab http://www.wowhead.com/item=120182 from your garrison quartermaster. THEN set up all the gorgrond objectives near completion before popping the rapid mind and finishing them.

I'll usually have like 10 minutes left of the elixir when hitting 99... sadly wasted. But WoD is done. :)

The elixir of the rapid mind are rather plentiful now with the savage gift grumpus dailies, so you can likely grab a few and actually skip through entire expansions if you have help or a second runner account.

All dungeons have an experience reward for clearing a certain list of bosses, and it's usually substantial. You dont even have to be in the dungeon for the duration, just inside as the last boss on the list is killed to get credit. The elixirs dont tick down while logged out, so the leveling toon should log out just outside of the instance entrance, have the runner clear all the bosses but one, then the leveler logs in and enters just before the lass boss is killed. Get XP reward, exit, log out, reset instance and repeat - using only 40-ish seconds of the elixir each time.

Traveling between instances drain much of the 15 minutes granted by the elixir, so planning ahead is key.

The dungeon method works in Draenor too, not just bonus objectives. i did jade temple (MoP) and bloodmaul slag mines (WoD) last time to get from 87 to 97 on one elixir by running myself with a second account using only those dungeons. (there's a hearth spot in upper Gorgrond for alliance that's 1 min flight from BSM.)

The final possible location for the first treasure is just north of where it says "Scaleback Run" on your map in the water.

Anyone else wrecked by the fact that they made the last 2 basilisks here 110 elites? Can you even get that chest at 99 now without aggro? Unless the world quest boss is up there... i die on some classes, attacked before i can manage to open it.

Yeah Druids are one of the few classes that I actually know a thing or two about at 99 just because I play with and against so many of them. They seem to be the most common 99 twink class and for good reason. Boomys are great for battlegrounds and decent for arenas, cats are great for arenas and still decent at battlegrounds, and resto is just great for everything. Guardians only seem to be decent with PvE but they could be useful for running flags in iPvP.

I skip the second boss all the time, makes no difference - at 99 the aggro range of those 2 basilisks is beyond the range of reaching the chest. It's probably possible to open it before they reach you, but pretty sure it aggros both and many solo 99 classes are going to die... not a big deal, it just didnt used to be that way, and shouldnt be that way by design of the entire fucking expansion, and was changed since for some stupid Blizz reason. Or more likely incompetence.

There's a little skeleton ribcage in the freeking way too, but that was always there - could possibly open it from that side without aggro, but i fail in doing so. All just nuisance, but typical nuisance having no point to existence except nuisance.

Good to know. TBH, I've only seen the chest appear there once. Not sure why I didn't run into those basilisks. Maybe I did it before the bug was introduced.

What's worse is Blizz created (or fine tuned) one of the BEST Level scaling Technologies for WoW in Legion and they barely even use it. Almost everything in Legion is Level gated, hardly anything in older Expansions have had the Tech added to it, they haven't done most of what they promised (Dance Studio on the WotLK Retail Box type of shit) and for what, because they want to fine tune Legion's End Game that isn't even very good?? Blizzard has the opportunity right now to make ALL of WoW accessible to most of the Player base, many of which are tired of End Game and their new Scaling Tech would open up mountains of Content for non-Level Capped Toons and give Players literally YEARS of replayability, and Subs for Blizz.
