39 Legion Gear Prep Guide

The arrival of the Legion prepatch brought significant changes to optimizing gear for XP-off players. Here's what you need to know for playing in instanced PvP (arenas and battlegrounds, not world PvP). Please let me know if this guide needs any corrections/additions/deletions!
  • All characters in instanced PvP will receive stats based on a stats template predetermined by Blizzard, based on class and spec. Stats and enchantments on gear no longer matter. Trinkets and weapon/gear procs no longer work.
  • Characters continue to temporarily boost to 39 in instanced PvP. All item levels on gear below item level 44 no longer boost to 44.
  • For every average item level you achieve above 44, you will receive a 0.1% bonus to all of your stats e.g. if you get your average item level to 64, you will receive a 2% bonus to your stats.
  • Characters can now use their best armor types i.e. shamans and hunters can wear mail, and warriors and paladins can wear plate. In addition, wearing all of the same armor type grants around a 5% boost to stats for wearing their native armor type.
The following list covers what we know (so far) as BiS items. Any slot stating "strongbox" means that the best gear comes from blue drops out of battleground rewards (ilvl 47), gained from winning a random battleground. This list excludes grandfathered gear.

BiS gear is the same within each armor type; weapon and offhand differences are separated by class within each armor type. Please see @StS Ralso 's great weapon guide for more details about weapons and offhands.

Have you tested out which iLvL average you'll have with this setup? I'd like to see how much of a percentage advantage a fully geared 39'er would have. Thanks for making this @Kirise.

Edit: I am not sure it is completely correct, but my calculations show that you'd end up with an iLvL average of 56, giving 12 more than bracket average. 12*0,1 = 1,2% advantage. So I assume, the higher bracket you attend, the smaller advantage you'll have.

Edit 2: Are we assuming Bottled Tornado is unavailable? Otherwise it would heavily boost your item level. With it, a level 29 has achieved average iLvL 74 (Ijustreroll).

Why would I as a 39 want an ilvl 300(??) item with no stats, are these given class specific stats in instanced PvP encounters?

does not sound like world of warcraft

I haven't tested it personally (not looking forward to that grind), but I think your calculations are accurate.

So I assume, the higher bracket you attend, the smaller advantage you'll have.

That's true up until the 59 bracket, when item levels start to balloon from expansion gear (in the case of 59s, Burning Crusade gear). At that point, the higher you go, the bigger the differences. I'm looking forward to seeing those numbers. (Coming soon!)

The Bottled Tornado (among many other items) turns into a toy in Legion, so it will no longer be a trinket. Much to the chagrin of many a tink. :)

Just did the quest chain in EPL for Gloves of Journey's End and the Ring was the only reward for the quest. DO NOT WASTE YOUR TIME

That is because of the loot spec system (or w/e ppl want to call it). it makes it so that you can only get gear for you class and spec, so if you are playing a ret pally you have to change your loot spec to holy to get a healing neck piece, altho if you play a hunter you wont be able to get that healing neck since your class isent a healing class. Dont know if I made it make sense but worth a try :)

This makes sense, thank you for the info

For a survival hunter, why wouldnt the pacifier be better than the POD if weapon speed is the most important factor?
