Super vague post. The items come from the class order hall vendor and can't be used on 19/20/29 twinks.

Unless something is changing in 7.1 the items such as that are all BoP.

I'll add a bit more. The reason no Character Level sub 98 can use these Weapons is that they are a place holder for your 2nd, 3rd, 4th Spec's until you hit 102 and finish those Artifact Weapon Quests. When you try and purchase them it gives you an error something to the effect of "requires Artifact Weapon".
