The most active pvp brackets will be lv 20-29 and lv 60 (shadowlands restricted) brackets
You can play at level 20 for free and still que pvp battlegrounds, however you will need to ensure your xp is enabled before your subscription ends. This is known as being a “veteran” twink.
Otherwise you can stop xp at 20 or 29 and queue pvp with an active sub. Level 29s have a significant advantage over 20s but are largely frowned upon by most 20 diehards (cheifly myself)
20f2p used to be included in xp enabled battlegrounds, which meant way more active queues, Unfortunately since over a year ago, this is no longer the case and all 20s (vet, f2p or xp disabled) are considered to be xp disabled for purposes of pvp queues, which means they are lumped in with 29 xp disabled
