EU+US Different armor types

If I use cloth helmet on a boomy would I get less stats than if I used leather helmet?

Yes less stats.

You get 5% stat bump for correct armor type in BGs. Outside of BGs that buff is at lvl 40 I believe.

So is it better for outside or no? Ik same armor type is definitely best for bgs but not sure about outside of bgs?

Depends on the item. If you want to stack stamina and the item yields more then +5% stats would you could use it. Depends what you are looking for.
