Class Hall titles?

Can you tell me if the Class Hall titles are actually "Account-Wide"?

-Account-wide
-Added in patch 7.0.3.21384

Can someone confirm it? Can I use the title "Huntmaster" on my Starter Edition 20 lvl hunter if I get it with 110?
