US 19s in-game addon (idea)

Hey guys, I have heard about a level 20 addon that allows f2p players to communicate in-game alongside some other cool features. I was wondering how much of an undertaking it would be for the community to develop such an addon for 19s.

Possible features:

• Crossfaction chat
• Guild stats and rankings (not sure what it would be based on)
• Wargame platform to make challenging other teams simple
• Implementation of BG Wargame statistics and ratings
• Arena stats
• Titles and achievements visible to others with the addon (for example xpoff titles and achievements)

There could easily be more, but this is just a quick rundown of what some friends and myself discussed.
