Ofc you can be a 101 Twink Healer and it'll be very strong. The thing with Legion is that pretty much all Healers are required to do at least some DPS to effectively heal. This has lead to most going full DPS (in a Healing Spec) which in turn makes Healing even stronger. The only real difference is that when you're going for full DPS as a 101 Twink Healer, you usually neglect Mastery (the main scaling Stat for many Healing Abilities/Passives).

I wonder what the strongest healing spec is for twinking (dps wise). I personally would vote for disc or holy pally because of shock and, well, discs are basically a hybrid dps class but i haven't messed with a healer twink yet.

I don't have my Disc at the same iLvL as my HPally so I can't make a true comparison just yet. At 804 my Disc is very underwhelming while at 851 my HPally is near god mode (as DPS). From a DPS > ease of Healing point of view I'd call it Disc over HPally due to Atonement. But Disc's DPS isn't where my HPally was when he was near 800 iLvL. Also Disc is complete shit for AOE DPS, while HPally isn't great but it's not total garbage either.

Guys, I tried resto shammy twink and just ughh. Resto shammy probably the worst healer in terms of pvp. Idk about pve though. Pve dungeons were super easy (riptide+current). I could solo dungeons easy, but just took a lot longer to down bosses. I'm going to level my shaman to 109 for elemental instanced pvp.
