Dear Stizzy,
Relevant players, are skilled.
By now, the community can sort out who's relevant and who isn't.
People who aren't considered relevant, skill-opinionated, are noobs.
If you're new and have potential, you won't be excluded from these events to show people you're relevant.
That's what they call : Pre-Relevance.
I hope I made myself as clear as possible.
