tbc dungeons are guaranteed socket. ilvl 28 green are chance to socket, you need to kill level 25 mobs to get ilvl 28, if you kill level 20 mobs they are lower ilvl. they can be bought on auction house but not for f2p. they are random world drops, not just a single item. wowhead dont show these...
