No, I haven't yet asked anyone about it and no I don't believe you need 12 arena master trinkets for an heirloom trinket, that wouldn't make any sense imo.

I got the DC a week ago on my first try on my EU twink pally. I've tried to get it on my 100 lvl pally 3 times in a row, but didn't get it, so I guess we can confirm that you do actually need the AGM in order to get it.
